LNG Receiving Terminal

In January 2006, KHI was awarded a full turnkey contract by Sakaide LNG Co., Ltd. for the construction of the Sakaide LNG Receiving Terminal. The scope of work covered civil engineering and construction, LNG receiving and storage facilities, vaporization and send-out systems, LNG truck loading facilities, seawater intake and discharge systems, electrical, instrumentation, and control systems, along with various utility installations.

After a one-year detailed design phase, the on-site construction was completed over following three years, as originally scheduled. The terminal received its first LNG carrier on January 9, 2010, and after cooldown and commissioning, the facility was completed and handed over on March 31, 2010.

• In response to the client’s request for an ideal one-man operation, the system was designed to support automation and remote control from the control room. This capability spans multiple aspects of the LNG receiving, storage, truck loading, and gas send-out processes to the power plant.
• The instrumentation system configuration was developed by incorporating safety instrumentation principles and conducting a comprehensive plant risk analysis. Redundancy was implemented for the control system, critical instruments, and power supply lines to ensure reliability.
• This project marked KHI’s first LNG receiving terminal construction under a full turnkey contract. At peak construction, up to 500 personnel were on site daily, with approximately 600 cooperating contractors involved. Despite the scale, the project was completed within the planned three years schedule with zero lost-time injuries and was successfully handed over to the client.
